Construction Rates by Quality Tier
Here's what you're looking at per square meter across the four quality tiers, plus what a 100 sqm villa would cost at each level:

These are per-square-meter rates for a single-story structure at 100 sqm or above. Two factors can push costs higher: going multi-story and building small. We'll cover both below.
What Each Tier Gets You
Cottage (₱18,000/sqm) is your classic Siargao build. Think bamboo and wood framing, nipa or galvanized iron roofing, basic electrical, and open-air living areas. It works well for staff houses, surf shacks, or a personal retreat where you don't mind the rustic feel. You won't be listing this on Airbnb for premium rates, but it's cheap and fast to build.
Standard (₱36,000/sqm) is where most rental villa projects land. Full concrete construction, tiled floors, painted walls, reliable plumbing, and proper electrical with enough circuits for AC units. You get aluminum or PVC windows, a functional kitchen, and a bathroom that guests won't complain about. This is the baseline for a profitable rental property.
Mid-Range (₱45,000/sqm) starts to feel intentional. You're looking at higher-grade tiles or polished concrete floors, imported bathroom fixtures, better window systems, and finishing details that photograph well. Kitchens are more complete. Built-in storage is standard. If you're targeting the digital nomad market or couples looking for a premium stay, this is where you want to be.
High-End (₱65,000/sqm) is the full architect-designed villa experience. Natural stone, hardwood accents, floor-to-ceiling glass, designer fixtures, and custom millwork. Structural engineering is more complex because these designs tend to include cantilevers, infinity pools, and dramatic roof lines. Everything takes longer and costs more, but the result is a property that competes with boutique hotels.

Multi-Story Builds
Going up adds cost. Each additional story requires more structural reinforcement, scaffolding, and labor time. Here's how the multipliers work:

On Siargao, most villa projects stick to one or two stories. Three-story builds are rare outside of commercial properties. Local contractors are comfortable with two stories, but three stories means you'll definitely need a structural engineer involved from day one (which you should have anyway, but it's non-negotiable at three levels).
The Small Build Surcharge
Here's something that catches people off guard: builds under 80 sqm cost 25% more per square meter. A 60 sqm Standard villa doesn't cost ₱2,160,000 (60 x ₱36,000). It costs ₱2,700,000 (60 x ₱36,000 x 1.25).
Why? Mobilization costs. Getting a crew, materials, and equipment to your site costs roughly the same whether you're building 60 sqm or 120 sqm. Concrete mixing, formwork setup, and roof framing have fixed overhead that gets spread across fewer square meters on a small build.

Construction cost is the biggest number, but you'll also need professionals. On Siargao, the standard rates are:

Construction on Siargao moves at roughly 20 sqm per month as a base rate. But the actual timeline depends heavily on your quality tier, because higher-end builds require more detailed work, curing time, and finishing passes.

Two things that affect timelines on Siargao specifically: material shipping and weather. Most building materials come by ferry from Surigao City. Delays happen, especially during the amihan (northeast monsoon) season from November to March when seas get rough. Smart builders stock up on cement and rebar before the wet months.
Staff Housing
If you're building a rental villa with on-site caretakers (and you should be, for security and guest support), factor in a staff house:
